Didn’t receive the August email ([Action required] Please Update Your Reseller Certificate)? Not to worry — these steps don’t apply to you at this time. We will follow up with you in early Q4 to update your tax certifications so you are compliant for the 2024 fiscal year.
Submitting your reseller certificates for NY, PA, SC, or VA? You’re in the right place!
Due to the rules for the collection of sales tax by internet-based retailers, 4over meets the requirements to collect and remit sales tax in each state.
- For you to be exempt from paying sales tax, 4over is required to have a resale certificate on file.
- If a valid resale certificate is not provided, 4over is required to charge sales tax.

New York: Form ST-120 can be used if you are registered in or outside of NY. The form just needs to be filled out differently (Part 2 instead of Part 1) if registered outside NY. Click here to see which sections need to be completed.
Pennsylvania: If you’re registered inside PA, complete this version of the PA-1220 form. If you are registered outside PA, please fill out this version instead. Be sure to submit both Page 1 and Page 2 of the form. Click here to see which sections need to be completed if you are registered in PA, otherwise click here.

Virginia: Form ST-10 can be used if you are registered inside or outside VA. If registered outside VA, you just need to enter your registered state number where your VA registered number would ordinarily be. Click here to see which sections need to be completed.
South Carolina: If you are registered in SC, you must complete form ST-8A. If you’re registered outside SC, you can complete either the ST-8A or the MTC Uniform Sales & Use Tax Resale Certificate (multi-state) form. Click here to see which sections need to be completed. - Check to make sure your document matches the business name or address on the account. They must match in order for us to validate your tax exempt status.
- All documents must be signed and dated.
How to Submit Your Certificates With 4over
For 4over.com users:
- Email your signed and dated documents to taxcerts@4over.com.
- You will receive an email to inform you that your documents have been submitted. If there are any issues with your documents, a 4over customer service agent will notify you.
For Trade.4over.com users:
- Log in to your trade.4over.com account
- Click on the Resources tab
- Scroll down and click on the "Reseller Certificates Form & Download” link.
- On the Resale Certificates page, at the bottom, click the upload button and upload your documents.
